As you rightly say the Gov policy on the allocation of Minerals is flawed in that it does not allow the targeted amounts to be extracted from land AND SEA where the local authority has access to a coast or river estuary. Does anyone know who to lobby to get this changed. Is it SEERA or is it one of those amorphous bodies in Central Government please?
